Yes, as far as tools go you need to have Flash installed and the knowledge of
how to use it. While you're not likely to get an education thru these forums,
what you can do it start using it and when you run into a problem you can post
here if you are unable to find an answer on your own. And I don't mean to
sound mean, but just about anything you would need to know you can find on your
own... that's how I've gotten by since I started using Flash... Google is a
great resource.

There will most likely be some scripting involved, and that's where you are
more likely to have problems. But if you have any kind of background in
programming it will be helpful.

There are plenty of books around for Flash, but I am not able to recommend any
of them mainly because I don't use any of them. There are also some online
resources for learning such as www.lynda.com.

NedWebs is right about getting educated in Flash. My favorite starting point
is www.lynda.com. I'm learning to make flash web sites myself. I think it's
best to use mostly ActionScript. I decided to learn AS3 about a month ago and
have since begun building 2 website prototypes from 2 classes by Todd Perkens

It's not easy but the better you get the more fun it is.
I also have a page I wrote earlier in AS2.

you couldn't embed google maps with AS2 I'm glad I did.
