teach me how to edit (crop) a JPEG

I have an image 40 X 40 that was saved--embedded--inside a word document
(sender did not save file as a JPEG), imported into Flash as an HTML file, and
I need to reduce the image to 30 X 30.

What is the best way to crop this image?

I would just take a screenshot of it, open/paste the image in some graphics
software (Fireworks, Photoshop,... Paint) and crop it there at 40x40, then
reduce it to 30x30. If it needs to be in Flash, import it afterwards.
